Howard County Council Housing / Community Development Subcommittee met July 16.

Here is the minutes provided by the Subcommittee:

The meeting began at 2:52 p.m.

In attendance: Anne Brinker, Paul Casey, Ana Cisneros, Kiim Flowers, Cindy Parr, Bruce Rothschild, and Coleen West. Also attending, Jeff Meyers, Council staff.

The minutes from June 26, 2016, were approved.

The subcommittee discussed the various topics assigned to it with an eye towards crafting recommendations that would cover each of those topics.

The subcommittee will meet next on July 23 – for a continuation of July 16 discussion of recommendations and policies.

Homelessness

• Elevate / prioritize the continuum of care per HUD mission (DCRS)

• Identify current / existing resources that address housing affordability

• Identify resources that can effectuate change to make more affordable housing available

* the housing needs of low and moderate income families including homeless and vulnerable populations

To develop a master plan for * addressing the broad spectrum of affordable housing needs including:

Homelessness, vulnerable populations (i.e., senior citizens, immigrants, disabled individuals, low income/at-risk, ALICE, & county workforce 80%-120%

Should establish long term and annual measurable goals and plans and programs to achieve those goals

• Recognizing the increased demand on FIRN

• To address the increased demand for services to immigrant populations by providing additional resources

 with a recognition that these goals are evolving and should be periodically reassessed

 a component of the County’s general plan

To include adequate sustained levels of funding to achieve annual and long term goals of the plan

 Recommend that the amendment to provide the option affordable housing …. Under APFO be maintained

Vulnerable populations shall include senior citizens, homeless, disabled individuals, at risk, ALICE, & immigrant populations.

 To ensure that arts, culture, open-space and recreation are integrated into every community.

 To update the arts master plan (from 1989)
