Howard County Operating Budget Review Committee met May 8.

Here is the minutes provided by the Committee:

8:50 AM Approval of agenda and minutes– Debbie Engle

• Motion by S. Duclos second by B. Krupiarz to approve agenda, motion approved.

• Motion by T. Mallo, second by T. Dennison to approve meeting minutes of May 1, 2018

Discussion/Motions:

• Dave Clark reminded the OBRC that the MOU/MOA’s are still being gathered and that it the HCPSS is very interested in them.

• The OBRC is concerned over the lack of comments by the BOE regarding the last three budgets that were presented to them.

• Metrics should be driving financial decisions within the HCPSS and the OBRC does not believe that that is the current philosophy of the HCPSS.

• Concerned over the budget numbers for Special Education. Overspent and underspent categories continue to be out of line.

• The OBRC recommends that the BOE understand what their fiduciary responsibility is and to effectively communicate with the Superintendent what his fiduciary responsibilities are.

Motion by D. Engle, second by B. Krupiarz that the OBRC will bring forth to the BOE our dynamic strategic statement that clearly defines the direction and themes that the BOE should concentrate on relating to the budget..Motion passed: 16 For, 0 Against

• OBRC is frustrated that a BOE member has not attended the OBRC.

Motion by J. Bodensiek second by B. Krupiarz that based on the BOE fiduciary responsibilities, a BOE member would attend OBRC meeting regularly so that OBRC recommendations are brought back to the BOE and discussed in a timely manner. This would be a paradigm shift for the BOE.Motion passed: 16 For, 0 Against

Next meeting:

• May 15, 2018 at the Central Office in room ML-2 at 8:45AM

• Continue reviewing recommendations and statement.
