HOWARD COMMUNITY COLLEGE: Former Maryland Delegate Frank Turner Appointed to Howard Community College Board of Trustees

Howard Community College issued the following announcement on June 4.

Frank S. Turner has been appointed as the newest member of the Howard Community College (HCC) Board of Trustees. Turner, a former member of the Maryland House of Delegates, is serving a six-year term ending in 2024.

A resident of Columbia, Turner was elected to the Maryland House of Delegates in 1994 and served until 2019. Among his leadership roles was vice chair of the Ways and Means Committee from 2013–2019, chair of the Howard County Delegation, vice chair of the Education and Economic Development Subcommittee of the Appropriations Committee, and House Chair of the Joint Committee on Gaming Oversight. Most recently, Mr. Turner developed and successfully proposed legislation that established the Maryland Community College Promise Scholarship to provide tuition for students entering community colleges within two years of receiving their high school diploma. Funding for the scholarship was initially appropriated at $15 million.

Turner started his professional career as an administrative aide to North Carolina Governor Dan Moore from 1968 to 1969, before turning to real estate and business. He held positions as a realtor and president of a real estate investment company.

For 40 years, Turner taught courses in business law, real estate, and income tax accounting to students at Morgan State University’s School of Business and Management. He also previously held the position of chair of the Department of Business Administration. He currently holds the title of professor emeritus.

His other experience includes special assistant for small business and campaign manager for former U.S. Senator Barbara Mikulski. He also served briefly as an associate judge for the Orphans’ Court for Howard County.

Turner has also won several awards for his dedication to Maryland, including the Distinguished Public Service Award from Maryland Governor Larry Hogan and the Legislative Service Award from the Legislative Black Caucus of Maryland. In November 2018 at its annual legislative breakfast, HCC recognized Turner for his legacy of service to the people of Maryland.

Mr. Turner holds a bachelor’s degree from North Carolina Central University and a J.D. from the University of North Carolina School of Law and North Carolina Central University.
