Howard County Council met Sept. 24.
Here is the minutes provided by the council:
The Chairperson opened the meeting at 2:34 p.m.
Members Present: Mary Kay Sigaty, Chairperson; Calvin Ball, Vice Chairperson; Greg Fox; Jen Terrasa; Jon Weinstein.
Staff Present: Jessica Feldmark, Council Administrator; Craig Glendenning, County Auditor; Gary Kuc, County Solicitor.
Ellicott City Flood Mitigation Plan
Val Lazdins, Christopher Brooks (McCormick Taylor), Caryn Lasser, and Holly Sun discussed Administration responses to questions posed by Council Members following the initial presentation. Lori Lilly, Gill Gawthrup, Jim Irvin, Bob Frances, Ryan Miller, and Fred Dorsey joined them in answering questions from the Council.
Council Members requested the following additional information:
• The modeling maps for options 1 through 16D (in pdf format so one can zoom in as needed);
• An updated version of the McCormick Taylor Modeling Post May 27 chart to add columns for timing and cost;
• The map showing modeling of the amount flood water would be lowered (in pdf format so one can zoom in as needed);
• In order to do the Hudson Bend part of the project, would there need to be any road closures? If so, what portion of road(s) would be closed and for how long?
• If this plan would leave 4-6 feet of water of parts of Main Street, what are the plans to prevent the necessity for swift water rescues? How does this plan improve life safety?
• Clarification on whether the County can legally pay more than the appraised value for properties and whether there are any limits on how much over the County is allowed to pay.
Council Bill 70-2018
Ms. Terrasa answered questions from Mr. Fox regarding the need for this legislation and the intended role of Zoning Counsel at the Planning Board. Gary Kuc answered questions about the current role of the Zoning Counsel in Zoning Board cases.
