HOWARD COUNTY PUBLIC SCHOOLS: New Policy Affirms Rights and Protections for HCPSS Foreign-Born Students and Families

Howard County Public Schools issued the following announcement on Oct. 9.

A new policy sets clear expectations for the rights, protections and supports of all Howard County Public School System (HCPSS) students and their families. Policy 1070, Protections and Supports for Foreign-Born Students and Families, was adopted by the Board of Education during its October 2, 2018 meeting and will go into effect on July 1, 2019.

The policy affirms that HCPSS welcomes and supports all students and families, regardless of their place of birth, immigration status or perceived immigration status. The school system continues to recognize the worth and dignity of all individuals, and is committed to providing a safe, engaging, and supportive school climate that fosters all students’ academic achievement and social-emotional development.

The new policy, in alignment with federal law, clarifies that HCPSS does not deny access to education based on a student’s immigration status or place of birth, and confirms that school system facilities are a safe zone for students and their families. The school system does not request, collect or maintain any information or data related to the immigration status of prospective or current students or their families. In addition, harassment, intimidation or discrimination on account of a student’s birthplace or real or perceived immigration status will not be tolerated during school system activities or on HCPSS property.

The policy builds on a Board resolution issued in September 2017 recognizing safe school zones and affirming support for and protection of the rights of all HCPSS students, regardless of immigration or citizenship status. Policy 1070 affirms and recognizes all laws and other HCPSS policies already in place.
