The Chairperson opened the meeting at 4:05 p.m.
Members Present: Mary Kay Sigaty, Chairperson; Calvin Ball, Vice Chairperson; Greg Fox; Jen Terrasa; Jon Weinstein.
Staff Present: Jessica Feldmark, Council Administrator; Craig Glendenning, County Auditor; Gary Kuc, County Solicitor.
Progress Update on Ellicott City Flood Response and Recovery SteveWatts provided an overview of the progress made over the past week and the re-opening of Main Street.
Council Resolution 83-2018 Renee Kamen provided an overview of the answers provided in response to questions raised at the July 9 work session. Cynthia Vaillancourt, Mavis Ellis, and Michael Martirano joined her in answering questions from Council Members. Ms. Kamen agreed to provide examples of the enrollment projection methodology using actual numbers for a couple of schools.
Council Resolution 114-2018 Amy Gowan provided an overview of the Executive’s decision to suspend approval of applications based on transfer tax revenue projections. Joy Levy and Nikki Griffith joined her in answering questions from the Council.
Council Resolution 115-2018 Clive Graham provided an overview of the memo he had sent earlier in the day summarizing the DBE requirements associated with the County’s contracts with the RTA and First Transit and answered questions from the Council.
Council Bill 59-2018 Mr. Kuc addressed legal concerns raised by residents in testimony at the public hearing. Mr. Erskine answered additional questions from the Council. The Chairperson continued the discussion of Council Bill 59-2018 to 4:30 p.m. on Tuesday, July 24.
