Operating Budget Review Committee met May 1.

Here is the minutes provided by the Committee:

8:49 AM Approval of agenda and minutes– Debbie Engle

• Motion by D. Medinger second by A. Holz, to approve agenda, motion approved.

• Motion by D. Sheridan, second by T. Dennison to approve meeting minutes of April 24, 2018

Discussion/Motions:

Review of recommendations

Recommendation/Process report is a living document that will follow all future OBRC

Human Resources Strategic Plan:

• Does the HCPSS have a staff that can implement a new hiring process (Strategic Staffing Model)

• Concerns that the least experienced teachers are placed with the most needy students

• Need equity in placements

• Under new hiring guidelines there would be a fundamental shift to rebuild

• Blending of experiences when hiring

• Hiring new teachers without specific placement guaranteed.

• Other hiring possibilities may include credit for Title 1 placements and plotted elementary schools.

Motion by D. Engle second by N. Turner to create an opening stand-alone statement for the process report that states:

The OBRC recognizes that the following recommendations are a huge shift in how the HCPSS addresses the alignment of resources and needs in the hiring and placement of Teachers, however, these changes will positively affect change within the school system. Motion passed: 14 For, 1 Against

Next meeting:

• May 8, 2018 at the Central Office in room ML-2 at 8:45AM

• Continue reviewing recommendations.
