Howard County Department Of Finance issued the following announcement on June 15.
Howard County Executive Allan H. Kittleman today announced a plan to restore access to portions of Ellicott City impacted by the May 27, 2018 flood.
Effective Sunday, June 17, parking lot “D” will be open to the public to accommodate employees and patrons of businesses impacted by the flood, but outside the no access zone. The reopening of lot “D” will provide approximately 150 spaces for public use while public works recovery projects continue. Access to lot “D” will be only from Roussey Lane via Old Columbia Pike. There will be no Main Street access from lot “D” and Hamilton Street will remain closed while repairs continue.
Effective Tuesday, June 19, Main Street will be reopened to two-way traffic west of Old Columbia Pike and east of Maryland Avenue. Vehicles traveling west on Frederick Road from Baltimore County will now be able to cross the Patapsco River Bridge and turn left onto Maryland Avenue to access St. Paul Street and College Avenue. New Cut Road will remain closed to thru traffic because of flood damage.
Also Tuesday, June 19, 24 parking spaces will become available in lot “B” with the reduction of the no access area. Lot “E” will reopen with 27 spaces and portions of lots “F” and “G” will reopen on a space available basis as construction equipment used in the recovery is demobilized. An additional exit through Forrest Street will be provided for those using lot “D.”
“Our public works crews have done a remarkable job repairing the necessary infrastructure to allow us to safely reduce our ‘no access’ footprint on Main Street,” said Kittleman. “I truly appreciate the cooperation and patience of the residents, businesses and property owners while this recovery work was completed.”
Residents, business owners and property owners will be allowed access to the restricted area beginning Tuesday, June 19, from 6:00 a.m. – 8:00 p.m. daily, and will be allowed to bring guests (volunteers, contractors, etc.) as long as their guests accompany them through the checkpoints.
Contractors who haven’t been credentialed by June 19 should obtain their credentials from the George Howard Building at 3430 Court House Drive in Ellicott City on Tuesday-Friday, between 8 a.m. and 2 p.m.
Residents, business owners and property owners will have to be present with the contractor for the credentials to be issued. Contractors will also be required to obtain daily wristbands when they access the restricted zone.
“By opening this portion of Main Street and these parking lots, we’re helping the businesses and residents who are ready to return,” said Councilmember Jon Weinstein, who represents Ellicott City. “I would remind anyone traveling down Main Street, especially through West End, to use extreme caution and reduce speeds because of the clean-up and recovery work that is continuing.”
Parking on Main Street between Old Columbia Pike and Maryland Avenue will be on the SOUTH side only, and will be available on a first-come, first-served basis. Traffic along that stretch of Main Street will be eastbound only. Vehicles will be limited to one vehicle per address, no longer than 15 feet, and no trailers will be allowed. Business owners are encouraged to use street parking for contractors and there are encouraged to use the parking lots for their personal vehicles. If a parking space is not available, contractors will be allowed 15 minutes to drop-off equipment and supplies, but then must move their vehicles to parking lots.

For Monday June 18: CREDENTIALING AND CHECK-IN will occur from 2:00 to 8:00 p.m. at the George Howard Building, 3430 Court House Drive in Ellicott City. ALL residents and business/property owners AND their guests/volunteers MUST check-in and be issued a color wrist band ON A DAILY BASIS to be displayed at ALL TIMES while in the restricted area. ACCESS to the restricted area will be available from 3:00 to 8:00 p.m. Those taking personal vehicles must call 410-313-2900 to schedule access. Only ONE vehicle will be allowed per address.
