Howard County Operating Budget Review Committee met June 5.

Approval of agenda and minutes– Debbie Engle

• Motion by D. Medinger second by T. Dennison to approve agenda, motion approved.

• Motion by T. Dennison, second by M. Robinson to approve meeting minutes of May 29, 2018

Updates:

D. Clark reported that the Howard County Council approved the county budget with an additional $5.1 million (Amendment # 6) awarded to HCPSS operating budget. Previously $500,000 was added to offset class size. Holly Sun was not in favor of additional funding. Greg Fox appeared concerned about giving the additional $5.1 million.

M. Robinson attended the county budget meeting and reported that the county is funding the additional $5.1 million.

L. Ramey attended the PTACHC meeting where Ms. Delmont Small shared the above budget information.

Discussion:

The OBRC continues to edit the document that will be read to the BOE as part of the end of year report on June 21st and the next meeting/agenda. The following was discussed:

• Staffing concerns and how to relay the message to the BOE that we need measures to support staffing issues.

• How the OBRC wants to deliver the Jump Start recommendation(s).

• What information is the HCPSS using to model dual enrollment and costs associated with the Jump Start program?

Motion by D. Engle, second by M. Robinson to approve Academics- School Improvement, Curricular Programs and Accountability section 1 as written. Motion passed, 11 For, 2 Opposed

OBRC members will rework Academics- School Improvement, Curricular Programs section #2 Jump Start and send those suggestions to the Chairs by Monday, June 11, 2018. The committee will also concentrate on reviewing Revenue, Operations and Maintenance and send those recommendations to the chairs by June 11, 2018 as well.

Next meeting:

• June 12, 2018, Central Office in room ML-2 at 8:45 am

• Final revision of OBRC recommendations for the June 21, 2018 report before the BOE.
