Howard County Council met July 24.

Here is the minutes provided by the Council:

The Chairperson opened the meeting at 4:37 p.m.

Members Present: Mary Kay Sigaty, Chairperson; Calvin Ball, Vice Chairperson; Greg Fox; Jen Terrasa; Jon Weinstein.

Staff Present: Jessica Feldmark, Council Administrator; Craig Glendenning, County Auditor; Gary Kuc, County Solicitor.

Council Bill 58-2018 Dr. Ball and Ms. Terrasa addressed questions from their colleagues about the bill. Val Lazdins answered questions about how DPZ and the Planning Board would interpret and implement the legislation as well as current requirements for scenic roads. Jim Irvin joined him in answering questions about requirements for road improvements. Mr. Lazdins agreed to get back to the Council with a time estimate for DPZ to complete a review of the scenic roads inventory. Victor White answered questions about the Maryland Virginia Milk Producers Co-Op.

Council Bill 59-2018 William Erskine answered questions from the Council regarding the reversion provisions in the bill.

Council Bill 54-2018 Holger Serrano provided an overview of the courthouse plans and P3 process to date. Patricia Restrepo, Brian Dugan, Mike Hartman, Eric Peterson, Nikki Griffith, Marcel Ham, and Holly Sun joined him in addressing questions from the Council and Auditor. Council Members requested the following additional information:

• Current value of the property where the courthouse is planned to be built

• Full list of contractors and subcontractors including which are local, which are MBEs, and what opportunities still exist for other businesses

• A space comparison of the current courthouse and the proposed courthouse

Dr. Sun agreed to show the County’s obligation for P3 payments separately (similar to debt service) in the budget moving forward.

Council Bill 55-2018 Ms. Terrasa provided an overview of the purpose of the legislation. Janet Irvin, Kimberly Boyd- Washington, and Gary Kuc answered questions from the Council. Council Members requested additional detail and clarification from Finance on the current taxation of mobile homes.

The meeting was adjourned at 7:01 p.m.
